I have never heard of anyone being scammed when getting a visa in Cairo. I always tell people, who want my advice to expect nothing but kindness at Cairo airport.

The bank booths are easy to find, just pick the one with the shortest line - if there is a line at all. I once payed with Euro and got a proper receipt and change in Egyptian pounds.

You will see them on your right as you enter the terminal from the flight. I always have to land at Cairo first. I've never had anyone approach me, and always just go to the shortest queue, as Bennu advises, and am usually done in literally seconds (most times the queue early in the morning is non-existent). I already have exactly US$15 dollars tucked into my passport folder before leaving home to expedite matters. Sometimes I have been served by one man working his way down the queue for quick visa purchases, as another at the counter serves those exchanging currency, which takes much longer. Couldn't be easier! I have never had anyone approach me in Luxor, arriving via Cairo; but I don't know if domestic and international arrivals use the same entrance from airside???
