Inta/inti shaggy would cover it, that means you are naughty, said with a laugh it is taken to mean you are saying it playfully. Qualified with whalid for a man/boy or bint for a woman/girl. Using the minor instead of the senior rajjel/sitt for a man or woman also makes it a joke/funny. I don't know of a word specifically for cheeky, to be rude is mish-mo-adab but that is a bit harsh to use in a fun situation.

One feels that an action needs to accompany the word 'cheeky or even one wearing a 'kiss me quick hat when using 'cheeky in any language suffices, I ponder why one should need to know the Arabic for 'cheeky ?............8)
PS: Kevin's translation of 'inta shaggy should read: ooh! you are arwfull....

Or Nuckta - meaning JOKER/JOKING, just use Kevininabydos instructions and replace Shaggy with Nuckta (ive said Nuckta as it sounds)

Correct me if I am wrong, but it would then be "Inta whalid/bint shaggy" wouldn't it... that is, noun followed by adjective?

That would indeed be the correct way to put the entire phrase together. You could also say "you are funny", "inta/i mosallee"

Writing Arabic in English letters is tricky but I'm not sure why you have used the 'gg' and written shaggy! But I don't really have any better way of writing what I would pronounce as sha ' ee and don't forget if it was a girl you would have to say sha aya.
