Comprehensive Development Plan

While researching something completely different I stumbled upon this report from February 2000. I have only skimmed it so far, but it is interesting to see how the plans made 15 years ago have panned out in practice.

Let's be honest here, It was very funny at the time and probably remains so today, I'll bet the next UK Gov won't keep their pledges as well…. :cool:
