You read incorrectly.
Sisi claimed that the economic activities of the army only accounted for 2% of the economy.
During the latter days of the Mubarak era the military accounted for around 40% of the annual total Egyptian government expenditure, 60% of said amount was payed out to salaries etc, and the rest was spent on either new armament or maintaining its present stock.
