Did I read on here

Did I read on here that Egypt spends only 2% of its economy on the forces. Well it now seems Officers have been given a 25% increase on their pensions when they retire. The two things do not go together do they.

Why not? If the economy has increased then that more than covers an increase in pensions and still claiming to be within the 2% expenditure.

You read incorrectly.

Sisi claimed that the economic activities of the army only accounted for 2% of the economy.

During the latter days of the Mubarak era the military accounted for around 40% of the annual total Egyptian government expenditure, 60% of said amount was payed out to salaries etc, and the rest was spent on either new armament or maintaining its present stock.

A-Four is confusing the military's activity/involvement in the economy (40% -60% depending on whom you want to believe ) with actual expenditure.

They are not the same.
