This is the new video/photography ticket available, inter alia, for the West bank tombs.
With regard to the West Bank tombs, it's available at the main ticket office and covers multiple tombs*...but only on the day of issue.
Note exceptions.

I wonder whether it is valid for Abu Simbel, which often seems to be an exception.

My guess would be "no".
It specifically says 'tombs and museums'.
Photography has always generally been allowed in temples (although not Abu Simbel where it is expressly forbiden) ...so no special ticket would be relevant.

True.
They're the ones who will be most p*ssed off when some camera-toting tourist waves it in their face
But maybe all photography permit fees are going to be allocated to improving the salaries of tomb guardians
Free photography ( non-flash) in tombs??
