Authorities have increased the death toll in an Alexandria building collapse to 19, with another 10 injured.
Most of the bodies have been damaged beyond recognition, making identifying the victims difficult.
The Armed Forces and Civil Defense personnel are still attempting to find survivors in the rubble, while expecting that the number of victims will increase.
Earlier reports had said that one of the building's owners had been arrested, and will be charged with homicide, deliberately causing injury and building without a license.
Nasser Al-Abd, head of Alexandria's Investigation authority told Al-Masry Al-Youm that that the building in Mamora, eastern Alexandria, is owned by Abdel Moneim Sediq and Shawky Saeed. He added that the building consists of 24 apartments and was built five years ago.
He added that sewage runoff caused a crack in the foundation about two years ago.
Witnesses at the site similarly speculated that the building collapse may have been due to a faulty sewer system nearby, which leaked water into the ground around the building’s foundation.
State-run news agency MENA quoted Alexandria Governor Mohamed Abbas as saying while visiting the site that the building has been built without a license.
Alexandria Governorate has seen several building collapses over the past few years.
Failure by local authorities to execute demolition orders on time and the unauthorized construction of additional floors are the usual reasons for catastrophic building collapses, which Egypt has witnessed an increasing number of in recent years.
