As far back as our wonderful expeditionall forces bringing enlightenment and order out of chaos to the un- enlightened, there have always been a few ideologists blowing up power-plant pylons and sub-stations & stealing & selling cables, or making copper bracelets.
So don’t blame Mr President for the debts running into billions owed to Oil Companies that also finance these nefarious ‘Bruvvers of the Hood.
It’s the ‘Hoddies that are blowing everything up at the moment so leaving Mr President little option other than eradication.

Personally I enjoy the power outs it allows me time to myself, some of my favorite homes were not connected to National grids.
Get used to them, do something useful with the time, because for you your time is short.
