I have been reading this forum for some months now and enjoyed reading your posts but now feel that it is only right to share my feelings with you.

It seems like fraud amongst many expats in Egypt is rife, in the past few years there has been many cases.

Just last year a woman from the UK who owns a block of luxury flats (and recently she has bought more land) was prosecuted in the U.K. she had to do 1 year community service and pay back over £20,000 in benefits which she was claiming whilst she lived in luxury in Luxor while building her flats.

Now we have David James, alias David Simmons, alias David Hargreaves, alias David Richardson, who the U.K. fraud team says is the worst tenancy fraud case they have uncovered - multiple illegal sublets, many different identities.

He was given social housing as a priority due to him having contracted HIV.

He had 2 social housing properties plus he owned his own house, he rented all properties out whilst living in Egypt.

David James wrote a book called “45 Years lives” where he talks about HIV and boys he associated himself with in Luxor, YET THE LUXOR POLICE DO NOTHING!

He made over £300,000 from subletting social housing in U.K.

During the process of being prosecuted he sold his property for £450,000, he was fined over £30,000 and will go to jail if he fails to pay the fine.

No wonder ex-pats get a bad name on many levels, why don’t the police in Luxor deport people like David James (or whatever alias he is using)? He is very well known for having sex with many boys in Luxor, so the amount of boys he will have transmitted AIDS to must be huge! YET LUXOR POLICE DO NOTHING.

WHEN ARE THE LUXOR POLICE GOING TO WAKE UP AND REALISE, THE BOYS HE HAS VIOLATED WILL MARRY AND PASS AIDS TO THEIR WIVES, WHO WILL IN TURN PASS IT TO THEIR CHILDREN!

Good post. :up But unfortunately nothing much new. I know two benefit fraudsters living here in comfort, and presumably there have been many more over the years. The police have no interest in such folk, so will never arrest and deport them back to their home countries. This is only done if you go over your permitted stay on your visa, apparently. As for the HIV danger to males living here, what is new there? Apart from it not, and has never existed in this country, so it is said.

The system itself in the UK is to be blamed concerning this case and others like it by allowing these people to go unnoticed until it is literally too late. He is ordered to pay £30,000 or go to jail. He has made an estimated illegal profit of £300,000, so that's a no brainer as to what the better choice would be.

Pity that you could not post the report on the woman who is building the block of flats, I could of got one really cheap if I had been able to make it known to her that I knew how she was financing the project. :lol:

Great post, and high lights just what is happening he may only be the tip of the iceberg when it comes to Social Security fraud. does not say he is living in Luxor, just mentions Egypt, but with so many names, and not having the facilities in Egypt, it may take time to catch him. I am not certain but I think you can live outside the UK for 6 months, after that you are entitled to nothing.

Not defending this man at all don't know him don't know the circumstances except for what I have seen and read but benefit fraud is a drop in the bucket why isn't as much effort, money and resources put into finding and prosecuting those who are responsible for much bigger frauds.
Those who use off shore accounts, the bankers who have ripped the country off for millions, the currency dealers who have manipulated the exchange rate?

**** the fraud!! If he is going with boys knowing that he may possibly infect them with HIV, then that is possibly bordering on manslaughter (the person he infected may die from AIDS) :(

If anybody IS HIV positive and is knowingly running about infecting people that is murder!

However - don't you need a victim? And which young Egyptian man is going to come forward in Egypt saying he has contracted HIV from this man?

You are right LLL, I can't see any Egyptian coming forward, the Egyptians would kill him.

He did name some people (years ago) in the book who he paid to stop with him. It seems like he has had the book removed from everywhere.

When I was working in the USA we had a pervert miscreant (can't think of a word strong enough) who knew he was HIV positive running about infecting women. Deliberately. He got (if memory serves and more might have come forward since his initial prosecution) approximately 20 women. Quite a few had kids. Really totally awful what this guy did. Total predator who was deliberately infecting people. That he is now serving a mega jail sentence isn't too comforting to all those lives he ruined and to all the kids he has robbed of a mom.

Common sense says this guy needs to be in jail and at a minimum chemically castrated but he has picked a society that isn't going to easily report him AND it takes time for any victims to have identifiable symptoms.

Lives in the USA are easier with all the drugs to combat HIV and AIDS they have access to but I have no idea if those type drugs are even accessible in Egypt.

Don't know about them having the drugs here, but would guess that they did. Every person getting married here has to take a complete blood test, HIV just one of them, and give over the test results. Often wondered what would happen if such a test proved positive. What would the consequences be for the bride and groom?

I dont know who told you that Dusak, but ive not heard of that, infact a rang some people who recently got married to see if they did this, the answer was no. I have heard of people who work in hotels and restaurants have to have this done though.

The blood test is done is Saudi Arabia but it is to determine if you are far enough apart from a cousin to marry so there are no birth defects in the children. Don't know if the reasoning is the same in Egypt however in a country where there (ahem) is NO homosexuality why would anybody test for HIV?

In the last two years two of my friends brothers have got married, both had to supply a complete blood test read out, one of which was HIV, another was hepatitis. I was told that this is now common practice in Egyptian marriages. Do not know why your contact did not have to supply one, although there are different kinds of ''the man with the marriage book,'' so perhaps sometimes it is possible to forgo this rule. As is said, this is Egypt. Same as the female circumcision, against the law, but is still widespread.

Yes and it is so easy here to get a certificate to say that you are clear of HIV.

Whilst working in Jordan I along with the rest of my colleagues were tested for HIV annually. It seems the norm in ME countries. Is it a good thing? I believe so.

Pre marital blood testing in Egypt is not uncommon, but it is not compulsory.

Foreigners applying for residence or work permits are required to undergo a blood test, inc for HIV.

Foreigners found to be HIV positive are deported.

The treatment of Egyptians with HIV has improved over the last decade but the social stigma attached to the disease remains. It continues to be associated with immoral behaviour, or, even worse, homosexuality and consequently the statistics for its incidence are unreliable as few voluntarily undergo testing.

Like anything you can be enjoying a coffee and meal in a restaurant who'll your local friend gets you your medical certificate. This goes for most things you may want.
