I suspect the Supreme Court would demur if it ever had to consider the point....but then Trump continues to operate in a parallel universe.
What is making him nervous is the investigation headed by the Special Counsel....not that collusion with the Russians is likely to amount to anything...... but they are digging up all sorts of interesting fiscal connections/possible criminal misfeasances involving close aides - and even his son-in-law Jared Kushner.
Trump may well have to wield his pardons close to home.
Whilst this might strike us as - to say the least - unethical it won't faze Trump who (allegedly) commented that he could shoot someone on 5th Avenue and his core supporters wouldn't bat an eyelid
