Is Egypt going for Herd Immunity?

Egyptian health authorities have abolished all COVID-19 testing at airports across the country less than a day after 105 overseas arrivals tested positive for COVID-19.
According to numerous Egyptian media outlets, all testing for COVID-19 – including rapid testing – at Cairo International Airport was abolished on the evening of Saturday June 6. Instead, health authorities will simply conduct temperature checks for all arrivals.

This comes hot on the heels of plans to open hotels, restaurants etc....maybe even mosques. You can see the public disregard for social distancing etc on the streets every day. All this despite grim news regarding the inability of the health services to cope.
Has Egypt, in reality, accepted that they cannot fight the epidemic....that tourism and the economy is more important.....that a few thousand deaths are an acceptable (perhaps even welcome) price to pay?
If I manage to get to Egypt in October, I sure as hell won’t be venturing from the family villa!
