Aswan seems to be a clan issue with, maybe, some political issues thrown in. These conflicts occur over lots of Egypt but if the police/army can’t control a clan fight what chance do they have of controlling terrorism. Probably little chance if the following quote from Canadian BC is to be believed.
“Local leaders say police were mostly absent from the streets, causing the violence to spread. The governor appealed for the military to deploy troops in the area.”

The authorities in Aswan also believe that birds can be spies. In this case a stork was placed in detention for possible spying activities. Was it interrogated? Did they provide it with special food? In the absence of information about its minder did they theorize it was "M" or those pesky brothers. Like many others in detention the stork must have been ‘knocked around’ because it died after release. Maybe persuasion went a bit far. The item the bird had on it was a wildlife tracking device.
Further pressing questions. How did they capture the stork? Who tipped them off. Is the stork part of a network or broader conspiracy? Are other storks involved? Was the security directorate in Cairo involved? If female, was the stork subject to a Sisi virginity test?
This bird story is unhelpful in convincing tourists and companies to come to Egypt for a holiday or to invest and, whilst the clan problem should be able to dealt with, it won't be so easy to deal with completely mad people in authority.

With lunatics like this running the police/army/security services in Aswan wasting time in perusing such exotic theories, and with police now in hiding, as they have for 2 or 3 years, its no wonder that the clan trouble has been let get out of control.
